What Is the Empire Plan?

The Empire Plan is the flagship NYSHIP plan — the primary health insurance option for New York State employees. Most state agency employees, SUNY/CUNY employees, and many local government employees are enrolled in the Empire Plan. It is administered by the NY Department of Civil Service and provides coverage through a network of administrators for different service areas.

The Empire Plan's behavioral health benefits — including addiction treatment — are administered through a dedicated mental health and substance use benefits administrator. These benefits are robust, and under federal parity law, the Empire Plan cannot impose stricter limits on behavioral health care than on medical care.

Empire Plan Behavioral Health Benefits for Addiction Treatment

Inpatient / Medical Detox

The Empire Plan covers medically necessary inpatient detox for alcohol, opioids, and benzodiazepines. Prior authorization is required, which we handle on your behalf.

Residential Treatment

Residential addiction treatment is covered when clinically indicated. The Empire Plan covers the medically necessary number of days — typically 28+ days for moderate-to-severe addiction.

PHP & IOP

Partial Hospitalization Programs (PHP) and Intensive Outpatient Programs (IOP) are covered. IOP is ideal for working state employees — evening scheduling is often available and covered.

Medication-Assisted Treatment

Suboxone is covered as an Empire Plan pharmacy benefit. Vivitrol (naltrexone injection) is covered as a medical benefit. Both require a prescription from a certified provider.
